Increase of $2 per Credit to Support OPEB, Student Success Efforts
Tuition at the College of Southern Maryland will increase by $2 per credit for all students effective for the Fall 2011 semester. Residents of Calvert, Charles and St. Marys counties will pay $107 per credit and the comprehensive fee will remain at 23 percent of tuition. For a full-time student enrolled in 12 credits, the increase in tuition will amount to $24. Tuition for other Maryland residents outside of the tri-county region will increase to $185 per credit and for out-of-state residents to $239 per credit.
CSMs budget is supported by funding from the state, the three counties of Southern Maryland, and tuition and fees. The Fiscal Year 2012 (FY12) budget of $56,866,813 reflects an overall increase of 5.83 percent over FY11, and is based on the anticipated funding at the state and county levels.
In presenting the recommended budget to the CSM Board of Trustees, CSM Vice President of Financial and Administrative Services Tony Jernigan advised that the per credit increase will be split to provide the resources to enhance student success as well as to fund the colleges contribution for Other Post-Employment Benefits (OPEB).
Included in the colleges budget are conversions of existing positions within nursing and the Center for Trades and Energy Training that have previously been funded by grants which expire in July 2011. In addition, the following positions have been included in the budget: an assistant director of advisement to meet the increased demand for advising and career services to develop innovative resources to provide equitable services to students on all three campuses; an allied health/health education position to expand course offerings to meet the needs of an increase in allied health and certified nursing assistant professionals; a station manager to oversee the broadcast studio associated with the colleges new broadcast degree program and the Charles County public access channel; a faculty position for the colleges Center for Nuclear Engineering Training program; and a part-time public safety officer for the Leonardtown Campus.
Contingent on the availability of funding and budget conditions, the trustees authorized up to a 2 percent market adjustment to salaries and salary scales for all fully benefited faculty and staff members, effective January 2012 at the presidents discretion if revenues are sufficiently realized.
CSMs tuition and fees may be paid over a four-month period through CSMs Tuition Payment Plan which is available to students enrolled with six or more credits. Since the plan is not a loan program, there is no debt, no credit search and no interest or finance charge assessed on the unpaid balance. The cost is a $50 per semester non-refundable enrollment fee.
